Favorable tariffs are critical for the development of East Africa’s largest oil reserves, amid an unfavorable global price environment, Ms.Muloni notes. Uganda hopes to fastrack the project, and pump as much as 230,000 barrels-a-day through the pipeline by 2023, she says.
