Speaking ahead of a meeting to monitor production here, Suhail al-Mazroui, the Emirati energy minister, who currently presides over the Organization of the Petroleum Exporting Countries, pegged compliance at 149%. Saudi oil minister Khalid al-Falih said it was 145%. Saudi Arabia has maintained steep production cuts as markets inch close to balance, while Venezuela’s output is collapsing due to a financial crisis.
