盧克石油保加利亞公司“管道設施重建及維修”公開招標

招標方：LUKOIL Neftohim Burgas AD
招標項目：Reconstruction and repair of existing pipelineinfrastructure and equipment to ensure higher speeds for oil products transportation through piers 1, 2 and 3 at Rosenets Port Terminal, Bulgaria.

參標資格：Legal entities, domestic and foreign companies, having experience of implementation of projects similar by nature to the subject of the Tender, which are eligible by the legislation of Bulgaria and/or by their country of certification to perform their activities in Bulgaria, may participate in the Tender.

參標方要求：
Companies acting as Bidders shall meet the following minimal qualification requirements specified in Tender Documentation, including:
a) Average annual turnover for the last 3 years in amount of not less than 30,000,000 US Dollars.
b) Completed at least 2 PC (procurement+construction) projects for construction of pipeline infrastructure within oil and gas industry during last 5 years, with a value of each project being not less than 15,000,000 US Dollars;
c) Availability of required permits, licenses and certificates:
? ? ?The Bidder or its hired construction subcontractor shall have registration with the Bulgarian Chamber of construction for First group of First to Fifth category or a Declaration that such registration shall be completed before entering the Contract;
? ? ? The Bidder shall have registration for performance of business operations in compliance with the Bulgarian legislation or Declaration that such registration shall be completed before entering the Contract.
? ? ?The bidder shall have valid certificates of quality management (ISO 9001), environmental management (ISO 14001) and health management (ISO BS OHSAS 18001);
? ? ? As well as valid licenses and certificates granting the right to perform the work types related with the tender subject, as required by the effective legislation and all European standards;
d) Project Manager, Engineering Manager, Construction Manager, HSE Manager, QA/QC Manager, Logistics Manager and Commissioning Manager shall have at least an intermediate knowledge of English language, higher education, at least 5 years of general work experience, at least 1 year of working experience in the EU countries.
e) Availability & compliance of Bid Bond in amount of 200,000 US Dollars;
f) Compliance of Bidder’s proposal with technical requirements;
g) Compliance of Bidder’s proposed work execution schedule with requirements;
h) Acceptance of the Draft Contract;
i) Compliance with HSE and IDD requirements.
