The scope of supply covers the following for each package:
Flare Tip，Air Infiltration Seal，Flare Ignition Package(include Flame front generator/ignition Panel, Pilot Burners etc)，Flare Pilot(s)，Dual Element Thermocouples wired to Explosion Proof (EEx’d’) IP 65 enclosure (wiring box) for each pilot in accordance with API 537. Electrical Cable entry with certified cable glands compatible with the thermocouple cable size shall be provided for each pilot thermocouple.Two Pair Thermocouple Cables (40 meters for each thermocouple) from each .?Thermocouple Junction Box to Explosion Proof (EE x’d’common junction box (to be located on ground).

Project Background and Description
The Soghri Development project is owned by Oil & Gas Development Co. Ltd. (OGDCL) located in Jand Tehsil District Attock Punjab. Soghri plant is adjacent to already developed field Dakhni Gas processing plant.
OGDCL intends to develop a gas facility at Soghri, adjacent to Dakhni gas processing plant.
For implementation of the project amine unit having capacity of 40 mmscfd is being installed along with utilities. In this connection, sealed Bids are hereby invited for Design, Fabrication, Supply, Installation Supervision, Complete Testing and Commissioning of Flare Package (HC & Acid Gas Flare) for Soghri Development Project by OGDCL on Single Stage Two Envelope procedure as per PPRA.

Eligibility Requirements：
a) The equipment to be supplied under the Contract must be produced in and supplied from a country maintaining bilateral trade relation with the Islamic Republic of Pakistan.

b) The Bidder must have supplied similar equipment other than native country. The Bidder Company/ firm must have designed, fabricated and supplied at least two (02) 20+ MMSCFD Flare Gas Package during last five (05) years to renowned and leading E&P companies/ Petrochemical Industries (out side country of origin) of the world. Bidder must submit details of such projects with completion certificates. Projects without completion certificates will not be considered.

c) The Offshore companies registered at places e.g. Virgin Cayman, Nausa, Jersy and Bohaman Islands and Israel shall not be eligible nor entertained and bids if submitted shall be rejected.

d) JV arrangement is not acceptable only OEMs or OEMs approved packagers shall submit the bids
for the supply of whole package. OEM’s approved packagers must submit authorization letter from manufacturer.
