背景介紹：
NIS AD Processing Bloc (NIS) is in process of observing and resolving performance issues with the Uniformance PHD system. The issues affect PHD OPC Server, Remote API service, and certain RDI`s. In most cases these subsystems interface with 3rd party applications (VisualMESA STMS, Invensys RDI..) and may be affected by manual usage patterns of users of the PHD system. Identifying and fully eliminating root causes of such issues requires Bidder`s expert assessment of the particular Uniformance PHD system. NIS proceeds with the upgrade of existing Uniformance PHD system from R310 to current release (which should be subject of Bidder proposal). A one week on-site expert survey of NIS PHD system should be included in Bidder’s proposal in order to provide report on any changes needed, to eliminate identified performance issues.

參標要求：
The general qualification requirements that bidders must meet, documents and templates that bidders must submit with the offer are defined in attached table “Basic Qualification Criteria”. All criterias mentioned within this document are eliminatory. It menas that the Purchaser will exclude a bidder from the list of qualified bidders, if bidder will not submit evidence in requred form.
